With the enactment of Act 175 in 2004, the South Carolina Office of Regulatory Staff (ORS) was established to serve in a non-adjudicative capacity associated with utility regulation and addresses the public interest through investigative, legal, prosecutorial, and educational roles necessary to utility regulation.
