Abstract

This chapter regulates stream flow in the state. The Department of Environmental Conservation (DEC) is to regulate stream flow in the state, as wasters are regulated in public interest. These provisions give the DEC the authority regulate stream flow via a Stream Alteration Permit likely needed for projects that change, alter, or modify a perennial stream.
