Chapter 110 applies to public water supply agencies (defined as community water systems) and hydropower facilities, irrespective of the amount of withdrawal, and any person whose total withdrawal from one or more points of withdrawal within a watershed operated as a system either concurrently or sequentially exceeds an average rate of 10,000 gallons per day of water in any 30-day period. Those persons who obtain their water through an interconnection with another person in an amount that exceeds an average rate of 100,000 gpd in any 30-day period also must register. Registrants must annually report their water usage and other information and retain records for at least 5 years.
