A water management plan is required for all surface coal mining operations. This plan must be submitted to the State Engineer of the State Water Commission at the same time a surface mining permit is submitted to the Public Service Commission. These regulations discuss permit requirements, water management plan contents, water diversions, sediment control, groundwater protection, and impoundments.
