The Virginia Coalfield Economic Development Authority (VACEDA) was created in 1988 to encourage economic development in the western section of the state. The Authority administers incentive and financing programs designed to encourage new job creation and economic diversification, specifically in the electronic information technology, energy, education, and emerging technology sectors. VCEDA provides financial support for fixed assets, construction of buildings for sale or lease, installation of utilities and direct loans to private for-profit basic employers and industrial development authorities. Financing is based in part upon the number of new jobs created, wage rates and amount of private investment.
