GTZ is working with Vietnam with the following objective: "Establishment of a Legal Framework and Improvement of Technical Capacities for Grid - connected Wind Power Development in Viet Nam". RE policy activities include improvement of framework conditions and assistance for advanced RE-technologies.
"The focus of the project rests on the establishment of a legal instrument for the promotion of wind energy. Successful elements from European laws will be adopted and promulgated in a Government decree, including the guarantee of a feed-in tariff over a set timeframe, prioritised access to the electrical grid, and a purchasing commitment for all energy generated in this fashion.
In addition, the project will contribute to the implementation of ecologically-sound planning processes for wind power projects. The project will assist a pilot province in establishing a sustainable planning process for wind power projects.
The project will also provide training to experts in wind power issues. Thematic workshops will be held to address technical topics such as wind measurement according to international standards."
"In November 2008, a Vietnamese delegation went on a study tour to Germany. The objective was to analyse the different concepts for promoting renewable energies in Europe and to determine the experience that is most useful in the Vietnamese context.
In February 2009, a conference was organised entitled ‘Identifying optimal legal frameworks for renewable energy in Viet Nam’. This conference represents the first stage in the establishment of a decree for the promotion of wind power."
