User-orientated comparative analysis of climate compatible development planning methodologies and tools
In response to demand from a range of practitioners and government officials in developing countries, including demand expressed through members of CLEAN, the Climate and Development Knowledge Network (CDKN) is funding and commissioning a comparative analysis of climate compatible development planning methodologies and tools.
CDKN is a donor-funded programme that exists to support decision makers in developing countries to design and deliver climate compatible development. This is done by combining research, advisory services, knowledge management and capacity building processes in support of locally owned and managed policy processes.
This project will consider a range of donor, private sector, NGO and country-led methodologies for climate compatible development strategy building and planning. There are many methodologies being developed and utilised across the world, but as yet, there is no comprehensive way for decision-makers to discern which methodologies may be most appropriate to their interests and specific location.
Some methodologies respond specifically to mitigation, adaptation or development, others attempt to combine these perspectives. However, it is unlikely that a single methodology or tool will provide a planning solution that is appropriate for application in all developing country contexts. This study therefore aims to close the information gap and enable decision makers in developing countries to select more appropriate methodologies for their needs.
Key outputs expected from the study include an analytical report comparing existing methodologies, a research paper suitable for journal publication and some simple, user-orientated guidance for developing country decision-makers.
The project is being delivered from January to August 2011 by a team formed by Ecofys and the Institute for Development Studies. The project will be strengthened through advice provided by a Steering Group composed of experts from a variety of climate and development initiatives, including members of CLEAN.
