This legislation addresses subsurface excavations conducted for all purposes other than the exploration or production of gas and oil resources that may adversely affect water resources of the state. Excavations regulated by this legislation, including those intended for the purpose of waste disposal, require a permit from the Texas Commission on Environmental Quality.
