"This program aimed to identify how industrialised countries could mobilize resources to support climate-resilient development in the developing world.
Mitigation investment is substantial in parts of Asia, but lacking elsewhere; adaptation investment flows will need to be scaled-up throughout the continent. Private finance can be expected to deliver the bulk of mitigation investment in China, India and much of South-East Asia.
Elsewhere in Asia, efforts to generate private capital flows have not been as successful. The remaining countries captured only 10% of CDM investments, despite having 19% of the potential. Concessional public finance – to improve the business environment, to make direct investments, or to leverage private-sector investment in specific projects – will help overcome these problems."
