Stormwater Management program of the Department of Environmental Protection's Bureau of Conservation and Restoration administers the rules and regulations for stormwater management for Pennsylvania. Regulations include establishing best management practices for erosion and sediment control, and restoration of sites that have been disturbed, including from utility infrastructure. The program also requires an Erosion and Sediment Control Permit for natural gas activities. The regulations exempt gas and mining activities from setbacks from riparian buffers, as long as a restoration and remediation plan is in place for the site.

The program's Comprehensive Stormwater Management Policy provides a framework for the integration of all Department of Environmental Protection stormwater management programs and promotes a comprehensive watershed approach to stormwater management in the Commonwealth. This policy identifies and integrates existing legal requirements and post construction stormwater management planning goals, objectives and recommended procedures to the various Department stormwater management programs.
