The rules in this Section set forth the requirements for application and issuance of permits for stormwater management systems. These requirements to control pollutants associated with stormwater runoff apply to development of land for residential, commercial, industrial, or institutional use but do not apply to land management activities associated with agriculture. To ensure the protection of surface waters of the, a permit is required in accordance with the provisions of this Section for any development activities which require a Coastal Area Management Act (CAMA) major development permit or a Sedimentation/Erosion Control Plan. For every application for a new or revised permit, a nonrefundable application processing fee shall be submitted at the time of application.
