The state of South Carolina supports a regional approach to solid waste management and encourages the development and implementation of alternative waste management practices and resource recovery. The Department of Health and Environmental Control is authorized to oversee solid waste management systems throughout the state and to promulgate regulations related to solid waste. This Act establishes the Solid Waste Management Trust Fund, which is designed to finance research by state-supported educational institutions or by private entities under contract with state-supported educational institutions on solid waste management technologies; demonstration projects or pilot programs to be conducted by local governments, schools, and universities; and the Solid Waste Management Grant Program, which provides grants to municipalities to implement waste management programs or facilities.
