This act aims to establish and maintain a cooperative state and local program of planning and technical and financial assistance for comprehensive solid waste management. No person shall construct, alter or operate a solid waste processing facility or a solid waste disposal area of a solid waste management system, except for clean rubble disposal sites, without first obtaining a permit from the secretary. Every person desiring to obtain a permit shall make application for such a permit on forms provided for such purpose by the rules and regulations of the secretary and shall provide the secretary with such information as necessary to show that the facility or area will comply with the purpose of this act.
