Fire and Life, Safety Plan Review Process
18-AK-g.1 to 18-AK-g.2 – Has the Plans Review Bureau Deferred Its Authority for Fire Code Enforcement and Plan Review?
The Alaska Department of Public Safety‘s Division of Fire and Life Safety Plans Review Bureau (Plans Review Bureau) may defer its authority for fire code enforcement and plan review to local jurisdictions. The Bureau has deferred its authority for the following jurisdictional areas:
- University of Alaska Fairbanks; and
- Wasilla Lakes FSA.
If the Plans Review Bureau has deferred its authority for fire code enforcement and plan review, the developer must contact the appropriate local authority to conduct review of the proposed fuel tank installation or change. A list of local authority contacts is available at the Division’s Plan Review Bureau website.
18-AK-g.3 – Submit Application and Facility Plans
The developer must submit an Application for Fire and Life, Safety Plan Review (Alaska) and the required engineering plans and construction documents to the Plans Review Bureau for approval prior to building, repairing, altering, or changing any aboveground fuel storage tank facility with a storage capacity greater than 660 gallons. 13 AAC 50.027; Aboveground Storage Tank Operator Handbook (Alaska Department of Environmental Conservation). The developer must enlist the aid of a design professional in developing the engineered plans to ensure that the plans comply with the International Fire Code. The engineered plans must include specifications regarding the fuel storage tank and its appurtenances, automatic fire-extinguishing systems and fire alarm systems. IFC 104.7.2.
18-AK-g.4 to 18-AK-g.5 – Review Application Materials for Completeness
The Plans Review Bureau reviews the developer’s application materials for completeness. If the application is incomplete, the Plans Review Bureau will request that the developer provide any additional information necessary to complete the review process.
18-AK-g.6 to 18-AK-g.7 – Calculate Plan Review Fee
When the developer’s application materials are complete, the Plans Review Bureau calculates the plan review fee in accordance with 13 AAC 50.027(c)(7). If the developer conducts any work for which plan review and approval is required without first obtaining plan approval, the Plans Review Bureau will assess an additional special plan review fee, which is equal to the amount of the standard plan fee. 13 AAC 50.027(c)(5).
18-AK-g.7 – Submit Review Fee
The developer must submit the required review fee before the Plans Review Bureau will initiate its review of the developer’s plans. 13 AAC 50.027(c)(1).
18-AK-g.8 – Initiate Plan Review
Once the Plans Review Bureau receives the developer’s plan review fee, the Plans Review Bureau initiates review of the developer’s plan. 13 AAC 50.027. The Plans Review Bureau attempts to complete plan reviews within 14 days after the fee is paid.
18-AK-g.9 to 18-AK-g.10 – Does the Bureau Submit the Plans to the International Code Council for Review?
If the plans are complex, the Plans Review Bureau may choose to submit the plans to the International Code Council (ICC) to complete the safety plan review process. The developer is responsible for paying any required ICC review fees. 13 AAC 50.027(c)(3).
18-AK-g.11 – Does the Bureau Approve the Developer’s Plans?
Once the review process is complete, the Plans Review Bureau makes a determination about whether or not the developer’s plan contains any deficiencies.
18-AK-g.12 – Cooperate With the Plans Review Bureau to Resolve Plan Deficiencies
If the Plans Review Bureau does not approve the developer’s plans, the Plans Review Bureau will work with the developer to fix any deficiencies.
18-AK-g.13 – Approval Documents
Once the Plans Review Bureau approves the developer’s plans, the Plans Review Bureau will issue the required approval documents. The permit/approval must be kept on the premises at all times and is subject to inspection by the State Fire Marshal. 13 AAC 50.027; 13 AAC 55.100.
