State Well Field Process
Developers seeking to commence drilling, redrilling, or deepening of a geothermal well must obtain a Geothermal Well Permit from the Oregon Department of Geology and Mineral Industries. The permitting process is regulated under O.R.S. 522. Developers seeking a Geothermal Well Permit must have completed the environmental review process for the proposed drilling and have secured a water right. The permitting process involves payment of fees, a bond, description of development area, and agency consultation. Permitted activities must commence with one year of the permit date.
Drilling, redrilling or deepening must begin within one year after the date of permit issuance or the permit shall expire. ORS 522.135(5). This term may be extended for a reasonable period (not to exceed one year). The permit is intended to allow for the commencement of drilling and drilling related activities (conductor pipe, well pad, access road construction, etc).
