In Nevada, local government planning agencies are required to develop master plans for cities and counties that include a land use plan. NRS 321.640(1). Developers will be required to seek an amendment to existing land use plans that do not allow the type of development necessary for the project. The planning commission must hold a public hearing if they decide to consider the amendment.
