State Land Use Process

Developers must determine if the proposed plan area for geothermal development is within a district zoned to permit geothermal development. The Hawaii State Office of Planning oversees designation of districts under H.R.S. 205 and H.R.S. 226. Geothermal development is permitted in all districts. The Hawaii Department of Land and Natural Resources (DLNR) oversees zoning under H.R.S. 205-5 and H.R.S. 183C. Geothermal development is permitted in all zones in urban, agricultural, and rural districts. In conservation districts, geothermal development is only permitted in general and resource zones. The zoning for a particular plan area can be found within Conservation District Subzone Maps. Developers may have a subzone re-designated by submitting an application to re-designate to the DLNR under H.R.S. 183C-4.
