CLASP has developed the Policy Analysis Modeling System in order to provide an easy-to-use software tool to help local policymakers assess the benefit of standards and labelling programs, and to identify the most attractive targets for appliances and efficiency levels.

"The Appliance Standards and Labels have proven to be one of the most promising energy efficiency policy instruments in countries where they have been introduced with care. Used for many years in numerous developed countries, they delivered tangible results and are among the least expensive and unobtrusive of policies. The Collaborative Labeling and Appliance Standards Program (CLASP) was founded in order "to facilitate the design, implementation, and enforcement of energy efficiency standards and labels for appliances, equipment, and lighting products in developing and transitional countries throughout the world." CLASP has developed the Policy Analysis Modeling System in order to provide an easy-to-use software tool to help local policymakers assess the benefit of standards and labelling programs, and to identify the most attractive targets for appliances and efficiency levels."[1]
