These rules apply to intrastate transport of natural gas and other substances via pipeline, as well as underground gas storage facilities. The construction and operation of such infrastructure requires a permit from the Utilities Board. In granting a permit, the board will also adopt rules establishing standards for land restoration during and after pipeline construction.
