Summary

This section defines broad policy goals concerning the utilization and management of groundwater, and encourages local implementation of these goals. The section grants enough groundwater to landowners to meet reasonable and beneficial use needs, and grants authority to local Natural Resources Districts to regulate groundwater use. The remainder of this section discusses the required contents of groundwater and integrated management plans, groundwater contamination, allocation, and permitting requirements.
