Proposed Action

ORNI 3, LLC (ORNI 3) is proposing to construct, operate and maintain the Desert Peak 2 Geothermal Project ("Projecf' or "Proposed Action"), a nominal 30.5 MW (rated) geothermal power plant and well field which would be located approximately four miles east of Bradys Hot Springs near Fernley in Churchill County, Nevada (Figure 1 ). The proposed Project area consists of approximately 2,560 acres (4 square miles) in Sections 10, 15, 16, 20, 21, 22 and 28, Township 22 North, Range 27 East (T22N, R27E), Mount Diablo Baseline and Meridian (MDB&M) (Figure 2). Half of this land is private (fee) land (Sections15 and 21) leased to ORNI3's affiliate Western States Geothermal for the development of the underlying geothermal resources. The remainder of the Project area is public land managed by the Bureau of Land Management (BLM) which has also been leased to Western States Geothermal for the development of the underlying geothermal resources. The Proposed Action would include the construction and operation of geothermal fluid production and injection wells, access roads, geothermal fluid pipelines, power generation facilities, possibly a short electrical transmission line, and ancillary facilities. The generated electrical energy would be sold under contract to Nevada Power Company. The total estimated area of new surface disturbance required for the power plant site, transmission line, well pads, pipeline corridors, and access roads would be about 50 acres.

Migratory Birds
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

  imposed
Threatened and Endangered Species
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

The small identified locations of both Opuntia pulchella and Lahontan mil kvetch within the Project area are outside of any areas proposed for surface disturbance under the Proposed Action, which should thus have no impact on these species.

  imposed
Special Status Species
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Range Resources
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

The Project would create new surface disturbance of approximately 48.9 acres, if Option 1 were implemented, and 50.7 acres, if Option 2 were implemented, or 0.04 percent of the allotment's acreage. This would also result in a direct loss of between 1.2-1.7 AUMs, or 0.04-0.05 percent of the allotment's 2002 AUMs.

Cultural Resources
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

  imposed
Wild Horse and Burro Management
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Due to the small number of burros apparently present in the Project area, the small amount of surface disturbance proposed by the Project, and the fact that the Project does not propose any action which would substantially limit continued access by the burros to the DP 1 project landscape irrigation (although the new pipelines could potentially disrupt the burros' normal routes of travel), the impact of the Project is ·considered to be low.

  imposed
Lands and Realty
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Project construction and operations could directly and indirectly affect both current and potential future rights-of-way, although these impacts are considered minor.

  imposed
Recreation
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Development and operation of the Proposed Action should have no effect on recreation.

Air Quality
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

  imposed
Soils
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

All soil-disturbing Project activities would occur on Soil Association 2/S soils. Construction of the power plant, all drill pads, access roads, and pipeline corridors could result in the loss of soil productivity on up to 48.9 acres if Option 1 is implemented, and up to 50.7 acres if Option 2 is implemented.

  imposed
Geology and Minerals
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Implementation of the Proposed Action would not conflict with any locatable, salable or leaseable minerals or active mining claims.

Vegetation
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Construction of the power plant, all drill pads, access roads, and pipeline corridors could result in the loss of up to 48.9 acres of vegetation if Option 1 is implemented, and up to 50.7 acres if Option 2 is implemented.

Invasive, Nonnative Species
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Project activities could contribute to the spread of noxious weeds within the Project area through the proposed surface disturbing activities and the number of construction vehicles involved.

  imposed
Wildlife Resources
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

There would be direct displacement of wildlife as a result of surface disturbance during Project construction which would continue for up to several decades, through the end of operations. Implementation of the Project could result in the loss of 48.9 acres of wildlife habitat under Option 1 and 50.7 acres of habitat under Option 2.

Visual Resources
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Visual impacts are expected to be minimal to negligible.

Native American Concerns
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

  imposed
Paleontological Resources
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

All surface-disturbing activities to be undertaken as part of the Proposed Action would occur in areas of soil and avoid the areas mapped as rocky, although proposed well site 48-10 and existing well site 43-21 are close to these rocky areas. As a result, the potential impact of the Proposed Action on paleontological resources is low.

  imposed
Social Values
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Economic Values
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

The Project is expected to employ a total of approximately 120 workers during the construction/development phase and approximately 16 full-time, permanent workers throughout the expected 30-year life of the Project (Morris 2003a).

Wastes Hazardous or Solid
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Substantial quantities of some hazardous materials would be brought into the Project area and used during Project construction, By far the largest quantity would be the diesel fuel, gasoline, hydraulic fluid, oil, grease and other petroleum hydrocarbons used by the machinery which would drill the geothermal wells and construct the well pads, pipelines and power plant.

Water Quantity
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.
