Summary

The Act calls for annual reductions of multiple pollutants, including SO2, Nox, CO2, and mercury. The Act calls for an 87% reduction in SO2 emissions and a 70% reduction in Nox emissions from 1999 levels. CO2 emissions are to be reduced to 1990 levels by the end of 2006. Act is implemented under NH Rules Env-A 2900. This act applies specifically to three existing fossil fueled power plants belonging to Public Service of New Hampshire (PSNH). Voluntary expenditures by PSNH for energy efficiency, renewable energy, and conservation programs can be converted into allowances to help comply with the caps.
