It is the public policy of the state to control solid waste management systems to protect the public health and safety and to conserve natural resources whenever possible. The Department of Environmental Quality is authorized to adopt rules and regulations governing solid waste management systems. This statute contains provisions pertaining to groundwater monitoring, disposal of specific types of wastes, and licensing requirements.
