Summary

All facilities using public funds for construction or renovation must undergo a life cycle analysis, which will consider energy efficiency and on-site energy equipment using the sun, wind, oil, natural gas, coal, or electricity as a power source. The goal is to optimize facility energy efficiency at an acceptable life cycle cost. The results of the analysis must be approved and used in the justification of the facility design before public funds are issued. Some exemptions apply.
