All new air contaminant emission sources or alterations to emission sources that are required to be reported shall be in compliance with all applicable emission control regulations at the time that they go into operation. No person shall cause or permit the installation or use of any machine, equipment, device or other article, or alter any process in any manner which, without resulting in a reduction of the total amount of contaminants emitted, conceals or dilutes the emission of contaminants which would otherwise violate provisions of these control regulations. A major stationary source shall not begin actual construction or major modification unless the owner or operator of the source has been issued a permit approving this activity.
