This act affirms the state's support for alternative waste management practices, including waste reduction and resource recovery. Each county and municipality is required to file an integrated solid waste management plan with the Department, which will be approved if it follows this section. Owners or operators of proposed solid waste management facilities must obtain a permit under this act prior to construction or operation.
