This legislation authorizes the Texas Commission on Environmental Quality and the Texas Water Development Board to establish Groundwater Management Areas to provide for the conservation, preservation, protection, recharging, and prevention of waste of groundwater and groundwater reservoirs. Designated management areas will cover all major and minor aquifers of the state, and will be identified as areas that are experiencing or that are expected to experience, within a 50-year period, critical groundwater problems, including shortages of surface water or groundwater, land subsidence resulting from groundwater withdrawal, and contamination of groundwater supplies. Groundwater use and development is restricted in these areas.
