The rules and regulations apply to the management of the state's ground water resources. In addition, the Commissioner of Conservation has recommended that oil and gas operators with an interest in drilling or hydraulic fracturing prevent and minimize reductions of freshwater recharge into aquifer systems. Developers must choose their ground water sources wisely and should use surface water resources where feasible.
