Coordinated Low Emissions Assistance Network (CLEAN)

The Coordinated Low Emissions Assistance Network (CLEAN) was established in November 2009 with an aim to improve communication and coordination of national and international organizations that are assisting developing countries with preparation and implementation of comprehensive low GHG emission development plans and strategies. This includes support for technology needs assessments, low carbon and clean energy development plans, technology roadmaps and low carbon technology deployment programs. All partners have agreed to a set of principles which can be downloaded here: CLEAN Principles. We welcome other organizations in developing and developed countries assisting with low carbon plans and programs to join this network. Please download the CLEAN Fact Sheet to learn more.


CLEAN Objectives

  • Foster greater collaboration among international technical organizations on low emission plans and programs
  • Improve quality of technical assistance to prepare and implement low emission development plans
  • Build capacity to conduct low emission planning, technology development, and deployment
  • Share project information & best practices with countries to inform design of new initiatives



As of April of 2012, CLEAN has been merged with the Low Emissions Development Strategies Global Partnership (LEDS GP) in order to improve efficiency and enhance coordination of LEDS activities. CLEAN falls under the umbrella of the LEDS Global Partnership as a network of practitioners from around the world that collaborate on and share experiences with LEDS data, tools, methods, and assessments.
This new structure allows for streamlined management of the two groups, reduces burden on organizations engaged in both networks by establishing one set of working groups under the LEDS GP, and helps to achieve consistency and avoid duplication or confusion about the roles of the two networks.
