These regulations apply to any actions or projects wholly or partially conducted, permitted, assisted, financed, regulated, or approved by units of government including the federal government. When such a project or activity has the potential for significant environmental impacts, the responsible government agency must prepare a detailed environmental impact report prior to authorization.
