                   Under the Covenant of Mayors, several cities across Ukraine committed to increasing energy efficiency and reducing carbon emissions by 20% by 2020. ESMAP supported TRACE diagnostics in four of these cities to assess opportunities to reduce energy expenditures and plan urban efficiency programs. The work helped to identify EE potential across municipal sectors and barriers to financing, and produced analysis which opened up a policy dialogue with the central government and municipalities.        </div>
