"Benefiting from a cooperative process with Brazilian authorities, the study covers four key areas with large potential for low-carbon options in Brazil: (i) land use, land-use change, and forestry (LULUCF), including deforestation; (ii) transport systems; (iii) energy production and use, particularly electricity, oil and gas and bio-fuels; and (iv) solid and liquid urban waste. The study provides a reference and a low carbon scenario for 2030, the latter based on the identification of potential GHG mitigation opportunities in these four areas, including an assessment of investment and financing requirements and barriers and policy options. The study includes the development of a model for land use and land use change allowing for a simulation of GHG emissions due to deforestation and agriculture; it provides modelling of municipal and interstate transportation systems and corresponding emissions; it used available planning documentation and tools in the energy sector. The study also includes the development of a GHG cost abatement curve (from both the public and private sector perspective). Deforestation being the main source of emissions, the Brazilian study particularly focuses on land use and land use change models, testing in particular a bio-ethanol expansion, detailing the contribution of forest plantations to carbon sequestration, the recovery of legal forest reserves and the role of improving farming productivity."
