1.1 Design and put in place institutional structures and processes
Establishment of country planning groups early in the LEDS process can help to ensure diverse participation and broadly beneficial outcomes. As an initial step, scoping teams can review best practices and examples of how country planning groups have been successfully established. Through a country-led process, informed by this background research, a primary stakeholder group, technical teams and a high-level government advisory group can be formed to provide input, feedback and guidance during each LEDS planning stage. The following steps can be taken to establish a country planning group.
- Establish interim country planning group or steering committee, and any sub-groups as needed.
- Scoping teams can also review examples of how climate teams have worked together in other countries on low emission planning activities.
- Begin considering which agency or agencies will be responsible for the implementation of the LEDS
- Once this initial review has been completed scoping teams can establish criteria for the composition and participation of country planning teams in order to broadly represent the public and private sector and civil society. Once those criteria have been established, teams can be formed drawing from a diverse group of interested parties. The following table provides a breakdown of the potential composition and roles of these country planning groups.
