Proposed Action

This Final Environmental Impact Statement (EIS) has been prepared to analyze and disclose the potential environmental impacts on the natural and human environment that could result from the proposed leasing of Federal geothermal resources in the Truckhaven Geothermal Leasing Area. The EIS considers approximately 14,731 acres of United States Department of the Interior (USDI) Bureau of Land Management (BLM)-managed public lands in the area known as the Truckhaven Geothermal Leasing Area, located in western Imperial County, California (Figure 1-1). The minerals are managed by the BLM El Centro Field Office.

Issuance of geothermal leases could have indirect impacts because such leasing represents a commitment of resources, and it is reasonably expected that subsequent exploration, development, production, and closeout activities would occur. Therefore, the Final EIS presents a broad scope analysis of the potential indirect and cumulative impacts from geothermal leasing.

Mitigation
Air Quality
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Impacts under the action alternatives would be near term impacts from construction activity. Long-term effects would be beneficial due to decreased emissions.

Noise
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Impacts under the action alternatives would be near term impacts from construction activity. Long-term effects would be negligible

Geology and Minerals
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Impacts under the action alternatives would be near term impacts from construction activity. Long-term effects would be negligible. EGS is not anticipated at Truckhaven.

Soils
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Impacts under the action alternatives would be near term impacts from construction activity. Long-term effects would be negligible.

Water Quality Surface and Ground
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

The risk associated with potential impacts to surface water hydrology would be negligible. The risk associated with potential impacts to groundwater quality or quantity is low.

Vegetation
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Depending on the concentration and extent of contamination, the growth and distribution of vegetation communities may be inhibited

Wildlife Resources
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Although specific habitat loss would impact wildlife use, species would be not impacted regardless of their habitat types. Fish populations in the nearby Salton Sea would not be impacted by the proposed development.

Special Status Species
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Drilling and construction would not have any direct impact on the six listed plant species located in the vicinity of the leasing area, but could disturb potential habitat.

Cultural Resources
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

The geothermal development can be expected to impact a variety of cultural resources. From the research conducted as part of this document, it is likely that the proposed development would impact cultural resources associated with Ancient Lake Cahuilla.

  imposed
Paleontological Resources
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Microfossils, shells, and plant fragments can be expected within the proposed lease area. Therefore, impacts to potential fossil localities can be expected.

Visual Resources
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

All land-disturbing activities directly affect the visual resource. Visual impacts would occur from road and power plant construction, transmission lines, and steam from the power plants. However, since the area is within VRM Class III and Class IV Management Areas, the impact would not be considered significant.

  imposed
Lands and Realty
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Leasing the subsurface geothermal resources would not affect existing realty agreements.

Wastes Hazardous or Solid
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Under either of the action alternatives, there would be the potential for threats to human health and safety through the use of hazardous materials during exploratory and development drilling and operations, and construction equipment (including increased traffic on SR-86).

  imposed
Recreation
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

In general, geothermal energy exploration, development, and operations would result in a temporary reduction in the amount of land available for recreational use and in the diminishment of users’ recreational experiences on lands that remain open for recreation.

  imposed
Wilderness
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Development in the lease area would not detract from the user’s solitude and perception of natural conditions and wilderness in the adjacent Fish Creek Mountains Wilderness Area.

Social Values
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

It is likely that residents in adjacent communities will perceive such a facility as acceptable because it may generate employment, taxes, and it will “fit” with other existing rural industrial facilities. Truckhaven Geothermal Leasing Area would also yield benefits such as zero emission-based heat and power and avoidance of many of the external social costs associated with power produced from fossil fuels.

Economic Values
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

The relatively small population impact generated by developing the Truckhaven geothermal lease tracts indicates no impact on public infrastructure in the socioeconomic impact area would occur. The needs of the limited number of people that might relocate to the area for housing, schools, social services, and utilities could readily be met by the existing infrastructure.

Environmental Justice
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

The immediate locale of the leasing has been identified as ancestral lands by the San Pasqual Band of Mission Indians. When the consultation process has been completed, the degree of impact on Native Americans can be clarified.

Access and Transportation
"NEPA_Resource_Analysis" is not in the list of possible values (Not Present, Present, Not Affected, Present, Potentially Affected, Not Indicated) for this property.

Traffic impacts would be caused by increased vehicle access to the area related to project exploration, development (construction), and operations. Long-term impacts would be negligible.
