Summary

Any entity that owns, operates, or manages a pipeline for the purpose of transporting crude petroleum, gas, coal, or carbon dioxide within or through the state of North Dakota, or is engaged in the business of producing, purchasing, or transporting natural gas, is subject to these regulations.

The regulations address resource production and pipeline operation, and permitting requirements and the right of eminent domain as they apply to pipeline carriers. The Commission may choose to enact further regulations as necessary.
