Governor Sanford issued Executive Order 2007-04 on February 16, 2007, establishing the South Carolina Climate, Energy and Commerce Advisory Committee (CECAC).

The Committee was made up of members representing a broad range of stakeholders including: industry, environmental groups, government agencies, academic institutions, agriculture, forestry, coastal interests, real estate, tourism, banking, insurance and other sectors. The non-profit Center for Climate Strategies ( will provide facilitation and technical support.
