California Division of Water Rights

California Division of Water Rights (DWR) is an organization based in Sacramento, California. The DWR provides information to government agencies, private industries, and private property owners to guide the permitting, fee, and certification processes in the state of California. Prior appropriation water law is practiced in the state of California and historical water rights can add to the complexity of obtaining the correct permit and water quantity. Under California Environmental Protection Agency, the State Water Resources Control Board (SWRCB) oversees the DWR and five other divisions to carry out the mission statement and goals.

SWRCB’s Mission

“To preserve, enhance, and restore the quality of California’s water resources and drinking water for the protection of the environment, public health, and all beneficial uses, and to ensure proper water resource allocation and efficient use, for the benefit of present and future generations.”
