The United Nations Environment Program (UNEP), the Energy Research Centre of the Netherlands (ECN) and the US National Renewable Energy Laboratory (NREL) collaborated on this study. The paper provides an in-depth evaluation of options for the design of climate technology centres and networks, building from a review of existing centres and networks. The paper also evaluates potential implementation approaches and activities for the functions defined for the climate technology centre and network in the draft UNFCCC technology decision that will be further considered at COP-16.

This paper responds to a request to UNEP from the UNFCCC Expert Group on Technology Transfer to examine options for the design and operation of climate technology centres and networks. The paper, though, does not necessarily reflect the views of the Expert Group on Technology Transfer or the UNFCCC Secretariat.
