Summary

The Air Pollution Control Division of the Vermont Department of Environmental Conservation requires a permit for electrical power generation facilities that are air contaminant sources. An Air Pollution Control Permit to Construct may be required prior to commencing construction of the facility. Fuel-burning boilers, coal, oil, or natural gas-fired boiler steam generators require a permit. Gas turbines, as well as simple cycle combined with heat recovery steam turbine require permits. Projects that are in Green Mountain Power's Cow Power program that comply with specific standard requirements do not require a permit.
