Summary

Projects that either capture and destroy landfill methane, avoid sulfur hexafluoride emissions, sequester carbon through afforestation, provide end-use energy efficiency, or avoid methane emissions from agricultural management operations are eligible for the award of CO2 offset allowances. Projects are eligible as long as the offset project or CO2 emissions credit retirement is not required by any local, state, or federal law, or regulation, administrative, or judicial order, and the project is not awarded credits or allowances under any other mandatory or voluntary greenhouse gas program by another participating state or carbon market. These regulations describe maximum allocation periods, timing, and monitoring for CO2 offset projects and how to compute allowable carbon offsets.
