Summary

Any source that serves an electricity generator with a nameplate capacity equal to or greater than 25 MWe is considered a CO2 budget source for the purpose of these regulations. This section lists monitoring and reporting requirements as well as CO2 thresholds for such sources, and describes the CO2 allowance budget trading program.
