Are there Gas Utility Rates available in OpenEI?

Hi, OpenEI doesn't have NG utility rates as far as I'm aware. That may be a dataset that is added in the future. You can access natural gas prices by utility and sector by downloading the EIA-176 form from the Energy Information Administration.
