Adding International Tariffs

Hi everyone,

My organisation is working on a piece of software that will want to use utility rates from a range of jurisdictions including the US, China, Australia and South America. The Utility Rate Database is very attractive as it provides a common structure as well as an API that could be used for developing apps beyond our own. Hopefully someone will be able to help me with the following questions

Rates for Belize have been entered and I was wondering if there was  a template (e.g. a spreadsheet) for inputting tariffs from other countries? 

How would someone from an international jursidiction upload tariffs to the database?

What is the process to get a traiff approved. Can it be done by an external body?
